Mark Lillis, Griffin Road - here regarding the Robotics Team. They are world famous. They have either won the international competition or in the final four. The location of the Fire Department is no longer available and there is a need for the team to get a location to practice at. Need to practice in a large space. space 30-35 x 70 with 15 foot ceilings. If someone could step up need for end of April.

Galligan - we are looking at a building for the robotics did refinance bonds, savings 1.2 million. as of today the finacl documents have been cleared by Dave Panico. will be savign over 1 million dollars Probate Court - Town will have to have special election. Wednesday will be meeting with Windsor, East Windsor and South Windsor. The governor makes that decision when probate election is. Have to have time for people to pick their party. we are meeting to try to figure out everything. Mr. Russo will tell us what e have to do and then basically the Governor decides when this will happen. Would like to do asap. We have three judges covering right now, Ellington, Tolland and Enfield. Delnicki - the sooner the better.
Delnicki - Windsor now seeking animal shelter and we have invited them to look at ours. Galligan - they have a commission to look at the shelter. They are asking to come on our regional shelter. They are trying to hook up with someone else. Delnicki - we need to get a little experience before we get another town on board. Galligan - they are adament about having their own. Delnicki - have he
Public Hearing to order regardign 7:17 Demolition Delay Ordinance Delnicki no ready to go forward. 16 people Galligan - can not go ahead with this ordinance - if ordinance is changed substantially - have to come back with another public hearing notice. closed ph 7:17

A. Design Improvements to a section of Avery Street (Jeff Doolittle, Town Engineer to be present)

Jeff - Kelly Road and Woodland Drive - reconstruct that portion of Avery Street. we looked at sidewalks but they were not included due to lack of public support. in 2006? there were sidewalks added. here to update you on the project. Would like resolution at the next meeting. This past year Town applied for funding to reconstruct the next portion of Avery and we were approved. Joe Perna - 1850 feet - realignment of Beelzebub to connect with Woodland Drive. The existing pavement varies from 24 feet to 28 feet. no storm drainage. reconstruct Avery STreet, curbing with storm drainage. new culver at the Avery STreet Brook crossing. Avery Street is busy. would maintain the control structure at the intersection. we are propsoing sidewalks on the west side of the road. would connect Kelly Road sidewalks to connect with these with pedestrian crossing. Right of Way requirements - would need temporary right of ways to reconstruction driveway aprons. would be impact to the church property. Jeff - The estimated cost based on plan. 3.27 million dollars. through urban program - 80%, 10% Town 327,000. Deisgn work in summer, prelimiary plans 2013, spring 2013 another public information meeting. final plans 2013 and 2014 - plan done 2014, spring 2015 plan done.
Snyder - review the funding portion, 80% federal, 10% Town, 10% State. Snyder - 327,000 to Town? yes Snyder land miles, 2000 feet, 1 lane mile Snyder - any issues regarding tthe rights of way and getting those pieces of property? Jeff - would not be taken any property. church would need right of way and easements Snyder - pavement totally shot? yes Sndyer - drianage? most of the water goes to the side of the road Snyder - point out on map where kelly road is? going up to Woodland snyder - is there anythign tied in? Jeff - gas and water utilityies in island woudl stay and Beelzebub would have a island to match up. Snyder - have you thought about anything that would help with traffic? Jeff - at this point we are not looking for any traffic signals Joe - one issue is that car drove across and drove into house.
Anwar - very happey that sidewalks are included, will there be any bike Jeff - 4' sidewalk but no room for bike lane. Anwar - busy street - how long construction take? Jeff - about one year Anwar - on the map is way to manage traffic - we have to have strategy in place for emergencies Anwar - when planning this need to take community needs in mind.

McCann - it is in need of signiciant improvement. The travel portion of the pavement is remarkably good. side of pavement problem because of drainage. That is difficult situation to people riding bikes. Whatever plans we have for this road take into consideration people who bike on the road. I think that the Engineering shoudl take into considreration bike lanes for this road. that is something that shoudl be considered any type there are improvlment sto roads. Also looking for putting utilities under ground. at least the conduits which will help to improve the beaty of an area. concerned about how far will have to dig down to the base, have any borings been done. When road being done near Philip R. Smith was very difficult for vehicles. one lane shoudl be done at a time. those are suggestions I would like to see incorporated into the plan.
Prague - it was very upsetting how the road improvements were done on Avery Street in front of Phillip R. Smith. We need to put something in the contract that leaves a site driveable when construction is not happening. Sidewalks, we had people on Hayes Road saying they do not want sidewalks on their side of the road. I think we should be doing new ordinance that allows people not to maintain their sidewalk during the winter months. I think we need to do something like tht in order to encourage sidewalks. I think if someone were to tear at my lawn and put a sidewalk in thank goodness I could maintain now but later might not be able. Need to change oridinance - think should adopt new ordinance on sidewalks.
Yagaloff - 327,000 to get portion of Avery Street done would be good. Would like stakes to see how the road will realign. If we could do same way and we will make adjustments for individual problems. Looking forward to this. work with residents to make sure they are okay with this. As long as we don't damage residents property too mcuh, work with residents.
Bazzano - this is going to be the 2nd improvement to Avery. Manchester did improve their side. Can you explain timing on projec tlike this? Doolittle - go out to bid, 6 weeks to when construction can start. Certain things need to be done. Hopefully most of it can get done in July and August before school begins. Bazzano - where is the staging area going to be? Jeff - has not been identified yet. remians to be determined. Bazzano - bid based on the contractor being able to do the job in timely manner? Jeff - there could be something in the contract. that would have to be written into the bid. Bazzano -
Snyder - some of the detailed questions come at a much later date because this is a preliminary - is bid by the town? Jeff - that has not been determined yet, either the town or the state. Snyder - the process is so preliminary Jeff - design process, rerouting traffic determined during design, staging is duirn gbid process, preconstrctuinon meetings, they get monitored during the construction by town and state.
Havens - the success or failure of project is how we work with the residents. this piece of Avery is important. Need to make sure residents are satisfied. Sidewalks I am in favor of.
Delnicki - anyone from the public Al, 571 Avery Street - opposed to this project. how about helping the residents whose property will be affected. Do not want sidewalks. I have other considerations on my property. edges might be crumbling but rest of the road is good. Hopefully during design process, residents willb e consulted.
Edith Wells, 623 Avery STreet, house built almost 100 years ago. puttin gin sidewalks, my house very close to road. if you put sidewalks in will be very close to my porch.
Drew, 630 Avery Street, have lived there for about 2 years. in favor of sidewalks on Avery Street. Both sidewalks adn bike lanes are good. Underground utility would be good and then maybe could put sidewalks on the east side of Avery.
Roy Normen, Homestead Drive. I have sidewalks in front of my house. the sidewalks are on Town property. I am liable. it is about time to recognize that the sidewalks belong to the town and shoudl be reapired by the town. good to get sidewalks - support sidewlaks but need to change the thinking about sidewalks.
Tom Well, 639 Avery STreet, opposed to sidewalks. there are not a lot of children in the area. Grass is good enough to walk on.
Delnicki - have some tyhpe of workshops to get input from residents. Jeff - okay.
