5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Galligan - do have Keri Olson here Delnicki - last meeting regarding the blight ordinance - legislative intent was to maintain what we had and then give us more ability to go and remediate a situation that was bringing harm to a neighborhood Keri Olson - thre may have been miscommunications. As you know you already have blight ordinance and thought you were admending that ordinance. Did appreciate that ther were concerns regarding right of entry on property that is blighted. one crafted supersedes on on the books and then goes to the next step and allows you to go on abandoned property and Town manager to establish commission. Asked to revised sections to make more clear and we have done that . On first page there was concern on definitions. Did try to clean up definitions. next page did more definitions with decay and dilapidated. Definitions can be changed if Town Council would like that. Legal occupant of a property was also clearly defined. use legal occupant throughout the ordinance. Some changes in section numbers. asked to expand on vacant. concern about blighted properties being visile from right of ways and neighbors property. TC thought was too broad so took that out. Blighted property is visible from public right of way. address when hearing officers apointed and that is section 10 and again (time line) explained. asked to specifically site the statute and that has been done under section 11.
Yagaloff - last meeting had discussion which this was supposed to be replacement of the exisitng ordinance or if this was This is a replacement ordinance from the existing ordinance and addrssing the abandoned concerns of a vacant property. This ordinance is also replacement of current blighted ordinance. Think healthy replacement and brings it current. Keri - without repealing the exisitng ordinance it would still be on the book. you would then have two ordinances that probably could not be enforced. The woudl be in conflict. This gives you the same ability to enforce anti blight for properties that are not vacant but allows you to enter the property to those that are vacant and abandoned. It is like a two part ordinance.
Delnicki - on page 5, section e - how can abandoned property be gone onto? you would have right of entry - property rented and tree fell down - if had permission by owner would not need permission by leasee. foreclosed property and bank owns property. if you get letter from bank that you have the right to go on the property and fix it then you would not have to worry about right of entry onto the property. Delnicki - if you did not receive written permission you could stil go on the property. Attorney - way statute reads there are certain circumstances whre you have not right to enter a property. The statute says you can't go into a dwelling house and the reason it is saying that - if you have written permission you should be able to go on the property.
McCann - section 7E is to draw distinction between the - if property abandoned this ordinance woudl allow the town to go onto the property and remove the tree or whatever. even if the property is abandoned, the town coudl not get permission to go into the dwelling without written permission.
Delnicki -= whatever outside causing an unsafe condition outside could be addressed. can make outside of building safe but can't go into the building Keri - yes Delnikci - has this been changed in a significant fashion that another public hearing would be necessary. Keri - no I don't think so because the changes are minimal.
Yagaloff - sent out email - discussion about documents that went ot Working Group - estimates - wanted to be able to see the copies. did not get response Galligan - you have it in front of you. There is other information that will be sent to the Council. These are estimates and are not approved. Yagaloff - document that contains the estimated fees? Galligan - no just that, vot eon referendum, etc. Believe they give you an estimate. This has not been approved by the WPCA Yagaloff - since the vote was tabled last week on maintaining the policy of WPCA - these anticipated fee does not include the plant will be included. Galligan - no but it includes the 1/20th payment. gave you the debt service also - 2013-2014 that is the sewer debt service. Ygaloff - while having meeting could they explain 961,000 this year to end balance (increase) in the fund balance when they made major expenditures for work done. Galligan - will have Melanie giv eyou can analysis on that.
Delnicki - increase of air traffic low flying jets, can we find out if there is a route change? Galligan - I have seen some changes too - we will look into that. Delnikci - concern from citizen that they would like to discuss lien on their property for sewer Galligan - liens ar eput on end of April - can be done at the end of February - have until June 30th to file the liens.

A. Library's Budget Presentation
Mary Etter - Director of the SW Public Library - The Library has followed the Manager's instructions, allowing a 3.5% adjustment in Personnel lines and attemptin gto keep other line item changes to a minimum. Our expenditures are for materials in the Library. Number of positions have not changed over the last five years. Also given to the Town Council is cost comparison of various formats.
Delnicki - there is something about seeing familiar faces that brings Yagaloff - I share in your concerns with the change of technology and the costs changing. The problem with the assess to the library is everything gets used up fast. real problem is the demand is so great and the number of books is small compared to the demand (on-line). Please be conssitent adn do what you can Mary -that is why the Library policy is to keep the other accounts the same at the end of the yar. We are really worried bout this. We are carefully wathcing this and trying to find out formula that would be reasonable.
Snyder - longevity there is decrease? Mary - that is the line item, we do not have longevity - that is for education Snyder - under office equipment increase? Mary - are in the process of changing out all of the public computers.
B. Human Services Budget Presentation
Dennis, Joanne (Youth and Family), Andrea (Senior), Lindsay (Social Services) Dennis sent through profile 2012-2013 and then went through flow chart, staffing trends, request for the Council is to have part time clearical positon which works 24 hours to increas to 30 hours.
Gary - increasing the hours, does that bring you to 2.68% what else in there that Town Manager took out? Dennis - increase hours social worker, increase in salary for social services coordinator Gary - you feel the 30 hours is the most important Dennis - they are all important to us - trying to recoup what is necessary. Transportation requires extra hours Bazzano - how much dollar Dennis - 5,492 extra
McCann - thanked the staff of Human Services for their dedication. you know we are in difficult times because of the increase for bus rides and other assistance. I want to make sure that budget being proposed serves the needs of the people at the current level? Dennis - can we meet the needs under this budget, it is a stressed budget but we will meet those needs because that is what we do. We have to be mindful of the growth and the increased needs. Meeting existing needs is one thing, Meeting increased needs is another. McCann - spaces needs has been a need for over the that couple years. We do need to address the space needs of the seniors. have you been Dennis - we compiled numbers this year - seniors are growing population. we have to be mindful of the growth. we have critical space needs which we are trying to address through being creative, using the gazebo. referendum that was not approved would have addressed the needs. 10,000 square foot addition. hope we can come back to that point or something similar.

Havens - in my opinion we must give this Department the upmost considderation and time. The folks that come to Human Services is because they need the services. Galligan - decreased Havens - why could you not give Human Services the same consideration for their needs. Thanked Human Services
Snyder - could not agree with you more. One of the things that is very critical is that Human Services reaches across all age groups. Full time salary 2.5% increase? Galligan - originally everyone was going for 3.5% - Snyder - over time increase? Dennis - there is a union employee that covers meetings Snyder - Galligan - the bus, Dennis - 17,000 - buses are 57,000 Snyder - Dennis - we own the bus that we are retiring, would like to retain that bus (bus 1) Snyder - nice to see 0% growth - there is a constant increase in the programs that you are holding an dthe people that you are servicing in our community. do not know if you should sustain 0% growth. if you can take a little bit - would rather see small growth. Dennis - we want that too.
Yagaloff - there are not facilities for people over 50, or 60 or 70. we have a space issue for at least 10 years and not getting better. The facility is shared between Recreation and Human Services. Are seniors able to use gym? Dennis - originally in the guy but because of demand for that room they were using Ellsworth. Yagaloff - this town takes too long to get stuff done. Something needs to be done. We need to work on a solution for senior space issue. Town Council needs to sit down and do something about this issue.
Bazzano - is there a number in your mind that works, 5,000 square feet?- I would like to see a plan that may make sense. Dennis - 10,000 sf was used to look to the future. if you use 5,000 sf will use that tomorrow. program space, computer space, officed space, meeting space. the 10,000 sf was the number that made perfect sense. we would take anything. we will not turn anything down. Galligan - do public private partnership. That is a good way to get something done. Policies need to be changed. There are funding mechanisms out there that could be used to get things done. Now is the time to look at something like this. Should have those discussions. Do something each year and need to get the community on board. Bazzano - have to start putting these groups together. Galligan - Nevers Road seems to be the area where most people congregate.
Prague - we need to use different architectural firm - need to go to architect and say we have 1.5M, build us whatever we want. There is sometone out there that is going to do that. The ramp at the community center we had estimate 130,000 - others bid under 60,000. public private partnership sould be looked at - percentage is never going to get cheaper.
McCann - it takes time to plan for things. need to look at immediate solutions, renting space. Sharing of space could be done with Recreation.
Delnicki - whatever we do we have to think about the taxpayer. Dennis - acknowledge good job of Human Services during October storm, thanked Council members for participation with Dancing with the Stars. Thanked Building Maitenance Department for helping with moving furniture around. Thanked the Mayor for Christmas lights and donations made to Food and Fuel Bank. Mike Gantick - Karl Reichle, Jeff Doolittle, Clay Major, Fred Shaw Mike - handout - driver of budget utilities and fuel. number of resources are effected by that. The other things that is a driver is equipment. Public Works has less people today then back in 1986. Fleet Manager position is needed position and is critical. Galligan - also gave the Council reimbursements for condo's through refuse and recycling. Leaf collection needs to be reviewed - decisioons need to be made about different programs. anything you trim will effect a program
Yagaloff - the Public Works Dept. does a vast amount of jobs. you do not get a lot of credit - you and your staff do a lot of work.
Bazzano - woul dlike salary and update history on the Public Works Dept. - last year gave that information to the Council. Bazzano - the truck? Mike- under 442 account. would not be economically correct to fix the truck that has been taken off the road. There is another truck that needs to be bought, a casie and another small dump truck 168,000 Bazzano - amazing how nice plow trucks are. I tend to say I would support the new truck because the difference between the old trucks and the new trucks. Bazzano - this winter was mild but had October storm, how did that compare with snow removal to last year? Mike - have Bazzano - could we get how much they have turned back for the past five years? Galligan - anything that is under expended, goes back to the fund balance. If the Counicl wants something to go towards a budget then that needs to be discussed. council decision. Mike - Are looking to reviewe things with Manchester - grant partnership. Other communities are also looking at other programs with other communities. As those come forwad will come bakc to Counicl Bazzano - if we don't do it will they do it any way. Galligan - may be able to rduce over time with partnerhsip with Manchester. Bazzano - Galligan - Manchester will split with Sout Iwndsor. Snyder - crews can pretreat the roads before a storm - gets rid of black ice.
Prague - long distance charge increase for 4300? Clay - A T & T has state contract out. Prague - Major - the long distance charges - rate to get phone line to the Prague - 4,000 increase? Major - changed from Sprint to Verizon Prague - we have obligation to help out our young children our our community. how many vendors have we had 10 years or more? Mike - do not think too many - Mitchell, CRA, Prague - when I look at increases, people are taking less to sustain business. do we squeeze our vendors?
McCann- snow removal - contract out for certain amount - when do not have a lot of snow do not have to contract out and save on the budget. When you budget for salt, do you have it on site or buy as you need? Mike - we have to buy at least half of that - this year we did not use that much and had to buy half of the amount McCann - does that save on next eyars budget? Mke - it can but it depends on what happens that next year. McCann - focusing on this years budget? Mike assume some risks MIke - in shed have enought for five storms. Karl - McCann - does the amount of salt that was left over from this year to reduce the amount that needs to be bought for next year Mike - we have salt that we are going to use for next year - depends on the winter Karl - budget to keep salt shed full. Last year duirng January Vernon needed salt. In January you can not buy. McCann - if half full now only need to buy another half? Mike McCann - the report itself under the snow removal budget it is 3112, item number 224, do not understand columns, 2012 actual and 2012 projected? 283,000 was budgeted for and encumbered. now projected is 150,000 less Galligan - think this year we are going to get hit. better to fill before price goes up. Mayor - how much salt in the salt shed? karl - 90% full, 3,000 tons in the shed presently. Next year we are committed to taking 1/2 of what we order. Tom - what is the cost per ton? Karl - 80 per ton Tom - I would like to know by May 1st what ht eprojected surplus in the PW's budget is projected to be? (by May 1st)
