Mayor Delnicki - good ceremony by the Patriotic Commission. Eagle Scout award - Matt Torres was awarded an Eagle scout award yesterday (Sunday) new Hartford Courant report - Rebecca Robbins, Hartford Magazine, overall rating 5 -

Bridge projects - approved the Avery Street project - there is a resolution - projects are moving forward. bridge has to be done by end of September because of the marathon. Councillor McCann has discussed Rte. 5 with Jeff Folger.
McCann - South Windsor has map that is part of the state plan that identifies properties that can and can not hook up to the sewer system. if residents private septic system fails need to have map updated. maps need to be appropriately reviewed. Galligan - Michele and Fred Shaw and Jeff Doolittle and myself will be going to the mapping meetings. Staff is well aware and is monitoring that. may have problem getting state or federal dollars if the maps do not match what the state has. have tried to stay on top of that for a while. very serious issue. McCann - please keep us updated on that Galligan - yes will and will let TC know who the team is.
Yagaloff - Avery Street - assured Avery STreet residents that there would be meetings regarding sidewalks. would like it staked out Galligan - money is airmarked for the project. there will still be meetings with the residents. Yagaloff - our experience has been the more we talk with residents, the more we make the plan transparent the more the buy in will be from the residents.
Delnicki - would like to know when the meetings with the residents will be held. Galligan - will make sure the Council is notified.
Anwar - in the report talked about concrete ramp. Many felt the cost of the ramp was high (Community Center). What was the final cost Galligan - will get that to you. Anwar - Main Street bridge - is it going to be complete on time Galligan - should be done two weeks before the marathon. End of August or early Sept. Anwar - High school field - in one of the meetings we were informed that it was an emergency. we as a council did not get to ask a lot of questions - mechanisms in town to give respojnsibility to any contractor, etc. Galligan - in order to get the field back up in use we had to make decision right a way. we did put out to bid. the Council was informed so when people called, the council would know wha tis happening. Anwar - the bidding process and the cost associated with that project.
Delnicki - 130 Felt Road - one that can not tie up to the sewers. That has to be addressed. if any member of the Council wants to go and give testimony feel free.

A. Update on proposed time line and progress for the Skate Park
Update on Skate Park - Ray Favreau - John and I are here tongiht to give update on Skate Park - Mr. Favreau explained what has been done for the progress of the Skate Park. (as shown in attached Exhibit A). Anwar - safety measures in place - there should be a strategy in place to keep safety and security in place for all people who visit the park. Please share with Council. The location has to be Ray - it is visible and the police department will be able to keep an eye on it. Anwar - we want this process to be tranparent, bid, etc. Ray - because of the cost of th eproject will be going out to bid but can waive bidding - if reading the Council properly we thought the council wanted to have local contractors. Anwar - feel we need to have bidding process. Galligan - your charter requires that you go out to bid for anything over 5,000. The engineering services we do quotes. Anwar - when someone from the council asks you to go to local contractors, is someone being requested? Ray - no Galligan - only time we request to waive competitive bidding is during emergency situations. local contractors have to bid like everyone else. McCann - thanks for comprehensive report on this. you mention the ad hoc committee - what do the kids say about the spot that is being looked at? Ray - they seem to like it. McCann - like that you are having the kids imvolved. with respect to safety concerns, I think building the skae park itself addresses some of the safety concerns because will see less make shift skate parks and kids skaing in on town property. Ray - 80% less injuries with a skate park. Yagaloff - the thing we are all worried about is the selectio of the skate park. good that you have idea of where the park will be located. we should go back and consider local bidder preference ordinance again. certainly want this to go out to bid. we should consider an ordinance again. Delniicki - I was the author of the original ordinance and Dwight ruled that we could not have one based on the charter. Havens - where is the location? Ray - explained where the location is being reviewed to have skate park. Havens - we have to be very careful that this project goes through all of the land use agencies Ray - yes havens - totally against giving local businesses preferences on contracts. it woudl discourage any outside bidders on work. that is not the way to go and would oppose that again.
Anwar - like the term park better than spot Ray - spot is used because of the size, parks are usually a lot larger. Anwar - like the term park. Ray - trying to stay with the industry. Bazzano - Ray - will be going out to bid but will not fit in perameter of being waived. Bazzano - if we had to pay for the concrete that would go out to bid but the work would be voluntary. Ray - that is a possibility. Bazzano - if we get volunteers we should be able to get more for that 95,000
B. Update on Recreation Projects (water features at VMP, safety fencing at My Friend's Place at Nevers Road Park, handicap rail at VMP, neighborhood connector paths, refurbish playing surface to accommodate one (1) regulation tennis court, two-three (2-3) youth tennis courts and two-three (2-3) pickle ball courts at Rye street Park; Multi-Purpose Field rehabilitation - cost and time line)
Ray - continued with updates on the rest of the Park & Recreation projects as shown in attached Exhibit A. Anwar - Fencing at May Friend's Place - received calls and email regarding this issue, 30,000 is looked as steep, do you have break down in the costs? Ray - the fencing itself around 8,000. the reason we have 30,000 budgeted is because looking for certain fencing. we may be able to extend fence longer - could also have barrier between skate spot, Jacobs Place. Anwar - hopefully will remain in that range of 8,000. Ray - pricing based on estimates, those change All Purpose Field Folks at Liberty Landscaping have felt compelled to fix the problem. (as shown in attached Exhibit A) Bazzano - explain why fields went bad? John - we were having problems from the beginning. the field did not drain - Bazzano - can we get word out to the public what is happening out there? Galligan - we can put that on the website. Galligan - maybe HC will let people know

Anwar - checked out Rye Street park where the tennis courts are being proposed to be refurbished. Mosquitoes in that area are horrible. Security cameras are worthwhile investment which would help the Town.
McCann - All purpose fields - visited the fields the day the vendor stripped the sod. It did not rain for a number of days but still the sod was very wet. surface was not wet after sod was removed.
C. Underground Utilities (requested by Councillor McCann)
McCann - would like to postpone discussion on this topic. discussing expense with staff and would like time to get more information.
D. Capital Projects (requested by Councillor Snyder)
