Anna Mae Davis - 9 Ridge Road - draw your attention to severe drainage problem on Ridge Road. 32 lived there, since 1980 always a problem. floods the yards and rises above the back door garage. Mike Gantick and Matt Galligan are very aware of this problem. All coming from up in back and has gotten worse since the new houses were built. in 1980 wanted deck put on - dug down 30 inches and there was water. We all feel our in lieu of discussions for new ballfields, etc. you need to take care of our water problem on Ridge Road. in back of where the houses were built it forms two rivers. Last year terrible storm - 3,000 in cellar in basement. Have called Mike Gantick several times and he has pictures. It is a priority to the neighborhood and need Matt to authorizie Mike to get drains in there. There are no storm drains in our road right now and that would help significantly. This problem has been going on for more than 30 years. The Town has procrastinated long enough and do not think it should take any longer to fix the drainage. We like this Town and would like this problem fixed. Tom - pass on to Matt Galligan would like to know solution to this problem and there was 10M bond, how much left.
Greg, 89 Sully Drive - Field Project - like the lights at Duprey. Applaud Park & Rec about the fields, they have done a good job. We have seen the benefits of resting the fields. in spring and fall all the fields are being used. Snythetic fields would be tremendous help. place for families to socialize. please pass the referendum as it was introduced.
Matt Riley, 12 Heatherwood Drive - will there be an opportunity to speak again later? Mayor yes
Mike Mundo, - on behalf of the Atheltic Fields SubCommittee. These fields are for the whole community. We need these fields which will be for everyone. What is being proposed here will be a benefit to everyone.
Bob, 153 Krawski Drive - As a parent my kids are out of the high school but have had the opportunity to be a part of the soccer club throughout the year. we serve a wide range of kids from 3 to 18. we are broadening who we are reaching adn it is a significant amount of people. we use fields bet we can but the proposals will help rest fields and allow people to play longer and really expand on the problesm and keep everyone involved. 11 acres will bring us up to par with surrounding towns. fields will add more to how this is a great place to bring up kids. we really could use these fields.
Dana Weber, Jonathan Lane - fully support what has been proposed to Council. People have said this isa want but this is definately a need. coaches are always fighting over fields. Hope the Council and the Tolwn will support the proposal.
James Mitche, Hillside Drive - really happy to see that there was a committee that put this propsal together. One of the biggest problem we have every year is the management of fields. we don't want to over use the good fields in order to keep them the way they are. in October had a torunament and there was a lot of compliements about the fiedls whihc is very important. There are a lot of things that important. Things are not necessarily exclusive. Management of resources is a great thing to have this proposal to forward. It would alleviate problems that we have. Games were almost cancelled because resources are so scarce. Having the extra space will give us the opporuntiyt to have events and hold events in South Windsor. If we were able to have larger tournaments there would be funds coming into different programs in town. Hoping the Council could support this.
Mayor - congratulate Chief Cooney - 4th Fire Chief for the Town. Received communication of 13 year old cars by $20.00. Have Town Manager check with the Assessor - how 13 year old cars

Riggs - CIRMA conducted training to our supervisors - that is ongoing yearly program. compliance with OSHA regulations. next month will have blood borne passages. today marks my 33 years of service to South Windsor.
Yagaloff - thanked the staff of the police department - we have exemplary police department - unfortunately lost Chief Tyler but we do have a great Chief with Chief Reed. we have excellent police department. we have professional quality individuals working at the plice department. Riggs - will bring those sentiments back to the deparrtment
6. Items for Discussion
A. Capital Projects Survey (requested by Councillor Prague)
Prague - after discussion this would like to put a resolution into the the next meeting regarding a survey. a survey should be conducted - this is the first year we have started discussing this in June. Usually we discuss in August. A survey should be conducted to give the Town Council insight of the voters. Survey will provide valuable resources regarding a referendum. Capital projects committee has recommended a referendum of 28 items. If easy for people to take the surveys - survey should be anyonimous - each entry should have serial number. equal number of eledtorates from each district, gender, age groups, once number of voters selected - the surve will accomplish - must act as one body and feel need more information to let us know what voters are thinking. I think back in January 1 out of 1,000 residents knew what we are doing. the survey should be split up -----------------. may want to specifically name each subject. should the project be put together or should they be split. Thsi would give the Council insight to how these referendums should go forward.
Yagaloff - I have my feelings of the referendum. I think that people need to know what they are voting for and they should be smaller package projects. The community needs all of the information regarding these projects and the referendum should be specific. the community bond may not succeed - do we break up referendum - do a couple at a time, etc. worried that the survey will confuse people. projects that are important should be identified and then do a survey on those four and ask the questions and ask which one of the four should go to referendum. putting too many projects to referendum may confuse people. if the survey has the potential confusing people then I am against it. If the survey has the abiltiy to clarify 3 or 4 referendums to the publkc then I would be in favor of that.
Prague - I think you make some valid points. Dr. Anwar has written a letter to the editor opposing the fields. we have already involved the press. no matter what we do it is covered for the public. The survey would be one more component of getting information to the voters.
Mayor - you would support survey if it has priorities Yagaloff - sugget we identiefy the top four priroities for us as a Council and then do a survey. the community bond has six or seven categories. think the projects need to be split up - identify 3-5 projects and survey on our priorities. the Council shoudl decide if the referendum will be lumped together or separated out.
Anwar - in the past the Town paid 11,000 on a survey. the survey being proposed is much more in depth. reach out to 15,000 people - referendums are actually a survey in itself. part of our responsibilities is to make work with limited resources. I think the survey cost and implementation (confusion) would make it a little in efficient at this time. referendum is a way the community makes a choice of what they want. our job is to make the reight decisions - they are good projects but them the projects stand on their own two feet. Let the people decide but separate all of the projects on their own. Road are important - residents should be making the decision on what projects should get done.
Havens - a little confused - have never been in favor of surveys but I usually support them. the survey is not determinig what to put on referendum Cary - the survey would be to prioritize the needs. Havens - surveys - your survey seems confusing. If you want to send a survey out I will support it but I do not think it will accomplish anything.I think the referendum is a subject for another night.
Bazzano - I will support the survey but have concerns on timing. if we do not have large result then it will not be a good answer. if people say no to roads or to the school roofs, those are items that need to be done. items that need to be done should not be put on the survey. then prioritize there of what is left. How many surveys and when will be get results back? Prague - I would say 1500 - cost about 1,500 - would have to appoint committee - go out by August 1 - do survey of 2 items per category and then take that information as we see fit. if an infrasture for roads, school board will pass. can not depend on state and federal funds. survey will give guidance and

Beaulieu - if we can move quickly on survey would be in support. I have heard from a lot of people in town - need to figure out town's priorities - then can talk about referendum. do not see how any of us can kill any of these prpjects until we look at the numbers. need to know the debt of southwindsor. there are large tax payers that will be paying taxes because tax abatements are done. that will help the town. this could not be a better time to borrow funds. Town Manager introduced new ways to finance items.
B. The Sale of Cigarettes in Pharmacies (requested by Councillor Anwar)
Yagaloff - Councillor Beaulieu makes some good points. Mark Riley's graphs Mayor - looking for balance - Anwar, Havens, Prague, Delnicki - committee for survey - could have resolution on the 30th for the survey -
Anwar - some of the large pharmacies are selling cigarettes inside. smaller pharmacies do not. some of the larger pharmacies have minute clinics - so they are becoming health care facilities but the first thing you see when you go inside are cigarettes being sold. Prague - i would support you if every store was included. Yagaloff - blind to cigarettes in pharmacies. advertisment in front of stores should be eliminated. children that see cigarettes in a pharmacy mixed signals. think should get Town Attorney opinion - what would the next steps be. there should not be put into peoples faces. will support Anwar - the reason they also have clinics at the same pharmacy. selling you medicine and cigarettes. we need to be better than that. this is a public health issue. people have the right to buy from where they want to but this is a health care facility. if thre is a concensus should get input from the Town Attorney. Mayor - I never noticed the cigarettes there because I go to the back of the store. concern I have is where do you run into the slippery slope and that is something to think about. better propose across the board instead of singling out one business. Anwar - but we have a responjsibility to our town. we have to take our position and can not just wait for someone else to do what is right. this is our community so I prefer not to put on state and federal and do what we need to do. Havens - Dr.Anwar and Councillor Yagahloff are right should get opinion from our Town Attorney. Mayor - that is a fair approach whether we have the legal right to do that. - specific business. Riggs - I will convey that to the Toiw Manager
