4. Communications
Bazzano - read 50 years of history in South Windsor High School. Establish High Hall of Fame - Nomination dead line November 2012. Look at Website. Gave guidelines for nobinations.
Mayor - Elizabeth McGuire, Matt Streeter, and David O'Neil - Mayor appointments.
5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Steap Grant - $500,000 - use for training, incubator, etc. a budget will be forwarded to the Council. If the Town does not want to do this in the future the grant can be used for something else. would probably move the IT Department there. Could be a revenue stream for this will get back to TC. Economic Development - Will be on vacation - Sent out email explaining that Dept. Head would like to see other things happen - explained them.
Anwar - I am in support of emergency operation center and the business incubator project. Think need to make use of that location. Will help small businesses. The idea of having IT move would give the Town Hall more space. Economic Development - is it possible to have in executive session. Galligan - will send reports to TA and see if they are executive session material. Send you the questions that they are asking. We are asking the company specific questions. Could give Council list of questions. Anwar - Shar is sending questions to companies? Galligan - she is asking them questions when she meets with them.. anwar - what about trying get more businesses to Town. Galligan - we are always working on that. Some time we have businesses leave as we get one to come to SW. Anwar - we need to be better informed

Havens - pleased that the application is going forward. If that does fail it still is time to make use of that building. We should find a way to use building even is grant is not approved. Fine to get in written form (economic development). Years ago the Economic Development Coordinator came before the Council to report on economic development. Would like to see more of that happen.
Yagaloff - very clear that Shari is aggressive moving forward with economic development. concerned about going backwards on issue of Shari giving recommendations to other businesses in town. Shari represents Chamber and she has to connect and give recommendations. How do we separte Chamber work and town work from eachother. Galligan - I follow up on the questionaires. they are specific questions. Yagaloff - I am still worried about the conversations that may happen. Requested that the TM talk to Shari about this issue. Galligan - will have those discussions.
Snyder - on the STEAP grant what is deadline and when do you expect answer? Galligan - deadline - august 1 and answer could be 30-90 days. hoping for November. There is another grant that is coming september 28th
Delnicki - feel the TC should have executive sessin regarding economic development. would like report on what can be discussed in public. Galligna - will send information to TA Delnicki - Steap Grant - secptic of old Post Office. Want to know maitenance and operation will cost. Would also like savings. Glad if does not work out we can use those funds in another area.
Anwar - First paragraph of Police Department - problem hired two individuals Galligan - dispatchers - some times we find out people can not handle the job. if they can't handle would rather get rid of them now instead of having them after 9 months when they would be protected by the union. Dispather is a tough job and can not afford to have someone who may not be able to handle it. Anwar - the way it is written, they were hired - happy to learn about the nmobile command in town. also congratute Chief Reed of being nominated---------. in th ePUblic Works - single person using portable one man lift can someone tell us more about it, safety issues and cost. Galligan - I think what we are looking at is different equipment. will have to get more information to the council on that to get a better understanding of that. Think trying to be more productive with less people. Clay - in this case it is for inside use primarily. we do have 12 foot ladders which are hard to use. Would like alternative to have safety concerns taken care of. Anwar - a little bit more information about the price. on page 10 - the paragraph that talks about piece of equipment that is 17 years old, etc Galligan - catch basin cleaning machine.
Delnicki - are you talking about a genie lift? Clay - just like that. it was about 6,000. this is a one man lift which will replace 2 men with 1. Delnicki - your guys are follwing the 2 step rule? clay - yes
Havens - one of the things that is going to catch pubic attention is the fuel cell is the dismantling of that. When first put there it was the greatest thing, now it is being dismantled. Is there something that will replace Galligan - the reason is when the fuel cell was established, every so often it has to come down for maintenance. C L & P charges fee for that. That makes is not as cost effective. There are not grants or incentives coming to keep them going. for 200,000 can get generator that will take care of the whole building. can't ask the TC to restack for 500,000 when can buy generator for 200,000. Havens - fuel cell will be removed from premises? Galligan - yes, it is a good clean energy environment but nobody wants to pay for it.
Delnicki - I know we had problems in the past when Yankee Gas - looking at business decision. looking to provide energy for the whole school and can be used for emergencies. There is high cost of maintenance - hair dryers gave the cells problems.
Delnicki - main street brige be set for marathon? Galligan - they tell me they will be ready. Having meeting on Thursday.
6. Items for Discussion
A. Repealing of Article III. - Sidewalk Ordinance - Sections 86-82, 86-83, 86-84, 86-87, 86-88, and 86-89 (requested by Councillor McCann)
McCann - this is an item that we have been talking about for a few months now. As Counicl aware we have had problems getting new sidewalks in town because of the opposition of abutting neighbors. there are ordinnace that make is owneress for sidewalks to - the sidewalk and bikeway subcommittee have recommended - impose costs to landowners. have spoken with TA for amending the ordinance. w ea re in the process of having something drafted. Ordinance - if landowner damages sidewalk do not want to remove the liability to the landowner. looking at the specific sidewlak 86-81 would leave alone. 86-82, 83 and 84 all have imposing cost of repair to landowner, these are the ordinances that would need to be amended. the only costs would be if they damaged them. 86-85 and 86 - there is no reason to do anything with those. 86-87, 88 - 25% cost sharing of new sidewalks imposed upon the landowner. these would both be repealed in the recommendation by the subcommittee. 86-89 that is an appeal provision which should stay in place. 86-90 that would not be touched. 86-91 that tracks the state statute and would not be touched. TA has suggested that we may want to address amnding that section to remove fallen trees, limbs and debris to make it possible. that is something that needs to be discussed by the Town Council. wouuld like to suggest that we go forward with setting date of public hearing in the regular meeting. Yagaloff - I think suggestins are good and thik the appropirate amendments - this is just one portion to approve sidewalks in front of landowners. issues on Kelly Road because people had very small front yards. Hayes Road - they had the same issues. Avery Street will have the same problems. This is going to be a problem in older neighborhoods. Cost of maintenance, new sidewalks. the other side of is that is working very well is letting people know the advantages of connector sidewalks. When they see the advantage of walking to destination they may be mor ein favor of sidewalks. Most of the cost of construction if coimng from the projects. Snow removal, close to home, no benefit to homeowner will be problems. support the modifications as proposed but need to address the other issues. Snyder - would agree with changes to sidewalks. agree we need to come up with resolution and getting a public hearing going. sidewalks is also helpful with schools which could help students walk to school. Thanked Keving bring forward. Delnicki - Counicllor Ygaloff brought up good issues regarding clearing of snow. step in the right direction.
