4. Communications
McCann - This past weekend the Hartford Marathon happened. South Windsor residents should be congratulated on their participants. Councillor Cindy Beaulieu finished 5th among the woman racers. 3rd Mayor - the bridge over Stoughton was a success. Havens - I was home watching it. caught my attention was that one report talked about how beautiful Old Main Street was in South Windsor. No one knows when they get into South Windsor. Gallign - talked about putting a sign up "welcome to south windsor"
5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Galligna - Town Attorney here tonight. The 26th deadline is coming quick. There are 4 conditions that Council concerned about. We told the principals of CT Studios. They seemed to be moving in the direction of trying to get building permits. Dwight sent email to them and they have not answered. They have moved forward with titles. We did tell them they are responsible for teh sparrow mitigation. We are comfortable with the mitigation. AGreement for the sparrows is felt to be good. Also reiterated conditions. Their attorney is going to review with his client. We have been on this. The Council has done everything possible. We are still waiting to hear from them. They seem to be moving foward with buildng permits and plans and everything. They are working with the current land owner to access property. When they took building permit for first studio, 60% is on Town property and 40% is on their property. As we get more information I will bring it to Counicl. Regional Animal Control - East Hartford might have a few more tweeks in the agreement. Anyone have any concerns or changes please let me know. 911 - any munciipality with less than 5,000 call should merge with other Towns. They are going to take your 911 if you do not merge. Hoping Town Council could do resolution - should be working on this issue together. Tax Abatements - Shari has given recommendations for two. Will be coming to the Town Council. Memorandum of Understanding - Regional dashboard - trying to get everyones technology together. There are towns approaching us. 6320 and hockey - would like to go back to procedures - Council requests should come through the Town Manager. All information will be given to all Council members if there is a request.
Prague - have they (CT Studios) taken out building permits? Galligan - yes one for the sound stage and one for the smaller building. I had to tell them they could not take the second one because they needed the property owners permission. They did pay their taxes also. Would need to get the amount for the Council. It is my understanding that they are making arrangements to go on landowners property. Prague - They do not have our ok by the 26th, what is going to happen? Galligan - they do not have our ok. We have been trying to get in contact with them but they have not responded. Prague - Wapping Park is one of our premiere parks. When those birds are relacated no dogs would be allowed in the park? Galligan - no dogs should be in the park anyway. Prague - how are the birds going to get to their new location? Galligan - this is an environmental issue and we are required to do. Dwight - my understanding is the owrk they would do would be at Wapping park would not happen until a few months. Mayor - I would ask everyone to be available for the 22nd if they want to bring something forward because the clock is ticking. Gallligna - back in September we have had discussions
Yagaloff - we are talking about two separate but related issues. The reverter on the deed, if they don't start construction by the 26th then the property reverts back to the Town. We have discussed the need to do an extension but to me the more important issue is the infrastructgure. Originally we were doing TIF was going to be paid for by TIF. The tax revenue was supposed to pay for infrastrucutre. That has gone away and there is no agreemetnt about any of the infrastructure. Seems like they still want town financing 10-15M and they have not approached us yet. They have no plan to pay for all of the infrastructure. how are we supposed to be putting plan together unless there is a discussion about the roads. Why is the Town issue permits to a developer that does not have a plan for putting in the roads. The developer has skipped over the entire process. ARe we communicating to them regarding the raods and infrastrcutrue. Galligan - we have been communicating regarding these items for a long time. Dan Marsh has a board that he has to go through to do a 5013C. We have sent numerous emails and have not heard anything. Yagaloff - there are members of council that will not vote just to go along. they are going to have to come in with rational bonifide plan. Galligan - the Town ATtorney has made the clear as to what is happening.
Bazzano - along those same lines, we are losing patients. We have been giving them a long time and nothing seems to change. A mitigation report was passed out at Park & Recreation Commission meeting. These birds are ground nesters and in the plan there will no longer be allowed dogs. For that plan to be approved it would have to come to Counicl. Galligan - I would think it would have to come to Council. CT STudios took the sparrows over. They have a contract with a local contractgor. will find out where we are from Jeff Folger. Bazzano - they can start building without mitigating these birds? Dwight - there are certain things they can do. there is no intention to remove bird until the closing which is several months away. Did not know about this issue until several weeks ago. Bazzano - are the birds in one area or are they covering a lot of area. Galligan - there are two birds, probably cost about 150,000. CT Studios is paying. Dwight - they will be assuming all responsibility which is in the agreemnt.
McCann - I would like to see CT Studios work but it is up to CT Studios to make it work. The time is running out. The reverter clause was put in there to make this project move forward. if they do not come forward and get things done the Council should not go any further. Where is the financing - counicl needs to know how that is going to go forward. There needs to be an alternative plan that we cn review, understand and approve. If we can't do that then this project is not going to happen. The develoepr needs to go forward.
Snyder - The animal control facility - what is the time on that? Galligan - looking forward input from Council. All towns want to go forward and complete this. Snyder - South Windsor, Manchester, East hartford and East Windsor Galligan - yes will bring resolution forward Snyder - Council requests - I could not agree with you more. I am a real supporter of process. do not think should be going directly to staff. would hope that requests should be submitted to the Town Manager. Delnicki - CT Studios - 3 members at least who have the same concerns. the 22nd is offered to them to clear this up. The emergency 911 mandate should have resolution at the next meeting. Counicl should know items that are happening in Town. We need to know what is going on. We don't want to be blindsided and need to know staff is working through Manager.
McCann - facility sharing agreement - do you need feedback tonight Galligan - email me or Kari Olson regarding that McCann - was away and did not get package until last night. cost sharing is based on number of animals. we do not seem to be getting any consideration Galligan - thought there was a capital plan. McCann - seems to be structured that governed by board instead of town that owns the facility. we should be controlling how thi sis run. Galligan - it has to be shared because of McCann - want SW compensated.
Havens - CT Studios - have never seen anything more confusing. We don't know what we are buying at this time. We are more concerned with the project then they are. Galligan - What is very difficult is a lot of time developers do not share with you what their problems and issues are. A lot of times the Town could help with certain issues. There are some big issues here Havens - the longer is goes on the more confusing it gets. Galligan - we do know that a lot of people in town are having trouble getting bank financing. Ther eis way to get through it if they opened up. Has been frustrating for me as well. why have they waited until the last minute. Galligan - 4 years to get Evergreen Walk up and running. If it is not them it will be someone else.

A. Regional Use of South Windsor's Dashboard (Scott Roberts, Director of Information Technologies and Michael Gantick, Director of Public Works to be present)
Mike Gantick - there has been interest in dash board from other towns. It owuld be a way to leverage our technology. We feel this would be a good opportunity to partnership. Snyder - how would this work? Scott - what would happen is South Windsor will be hands off - they will run on their own hardware and dashboard. they will get a copy and if they make changes we will have right to it. Snyder - we purchased software, we set up for South Windsor, can't they purchase the softward Scott - we have customized it. Yagaloff - support the relationship between towns as proposed. this is used to identify problems within town. those are the advantages. worry about us locking into long term financial equipment. when you have new technology, the town will buy into technology and then someone comes along with cheap alternative. my suggestion avoid locking into long term financial for software. Mike - There is nothing out there right now. we are on the horizon for the next ten years. Yagaloff - this is not time intensive on town part. Scott - we designed this application with the idea the front end would get changed. we expect Prague - I can't help but think we are getting taken advantage of. Scott - GIS vendor did not go a different way. we have license that we have to pay every year. on top of that we have GIS plan which needs to be maintained. Prague - you told us you have to switch vendor Scott - we used to use blackberry. Prague - 30,000 to develop app Prague - is someone paying 30,000? Scott - if there are new capabilities, South Windsor will be allowed to use that If we formed group like this would get more dollars to maintain. the more ideas that would be developed. Prague - seems like we are paying for too much.
