Delnicki - Jack Bellis - Eagle Scout ceremony on Saturday.
Anwar - important project for - Civil Preparedness. Hartford Business Journal - unemployment 7% as of October 2012. Looking at another aspect that 1/5 of all industrial land is available. East Hartford has largest then Newington and South Windsor.
5. Town Manager's Report [Per Town Council Rules, this segment of the meeting shall not exceed ten (10) minutes unless extended by the Mayor, with the consent of the majority of the Council.]
Matt - went to FEMA courses and get credit towards that. looking for grants and submitting items - meeting with Superintendnet on Thursday to discuss the health - memo about cuts should be discussed later after the meeting. shortfall items listed should be put on hold. Letter from SW Ambulance Corp. - just received that today. Have projected Grand list and tonight gave summary of the Police Department budget. The final budget process will be given later. CT Studios will be emailing numbers to you tomorrow. Letters of Interest need to varify. Delnicki - do not recall seeing a report from CT Studios - Matt - that is the one that got yesterday. Delnikcik - remind them they have obligations

A. Police Department's Budget Presentation
Chief Reed - proposed budget 2013/2014 fiscal year. This budget was prepared with mandate of no increase. 131,823 reduced - continued to operate with reduced officers. we currently have two vacancies - many police departments are facing the same problem as us. instead of two school resource officers we only have 1 1/2 - police canine eliminated, recently hired new dispatcher and prepared to hire another dispatcher. when they are fully trained there will be reduction in Communication overtime. refurbished communication center has been installed. The build out of the animal control center has been complete. expect ribbon cuttin gin near future. we continue to forge forward. Bazzano - did salaries include Bazzano - overtime Reed - our history of overtime expenditures is right in line for the last five years.
Back to Work Session at 7:23 p.m. Galligan -budgets will begin to be distributed to Council. Bazzano - overtime - clarify the main overtime in police operations which that is what? Reed - that is all of personnel and control operations and criminal support services - is dispatch Bazzano- when we look at overtime and look at reduction of employees - is it cheaper to have new hires with benefits? Reed - new hires and new benefit are cheaper otherwise we have limited people to call upon dispatch. If none of the dispatchers want to do overtime will be taking officers to do this. Bazzano - if we had all dispatcher will overtime be reduced to 0 Reed - no probably never have that.
Anwar - tell us about the School Resource officers Reed - we have full time high school resource officers and have middle school resource officer which was reduced from full time to half time last year. implemented victim service officer and took resource officer to man 1/2 of both positions. Anwar - changes in country what is your thoughts going forward adn what do you need? Reed - do everything I can to restore middle school resource officers. still trying to figure out ______. still have to work that out with my staff. Anwar - this year your strategy - will have 2 full time resource officers and having capacity building for other 1/2 position Reed - 1/2 resource officer make full time. trying to balance all concerns and make workable. my gola is to have two full time resource officers again. Anwar - 2012 actual budget - Reed - we have 330,000 budget in operation overtime. when printed had 244,000 and feel that is what will be spent in the next six months. both overtime accounts will be over. Anwar - media up 10,0000? Reed - that is not police that is health and safety
McCann - I think you can rest assured that your goals are our goals. we want to keep everything safe and you have done a wonderful job and look forward to maintainaing that and enhancing that. two units will be impacted, investigation and canine. with respect to canine see that as area that could be done through shared services with other communities. do surrounding towns have something like that. Reed - these are reductions that have already occurred and we already reduced those areas. polled officers to see impact, everyone agreed that there was enought surrounding commjnities that could support. McCann - all of those units including investigation - has something like that impacted community? Reed - so far no. the incident that happened recently has taken a lot of time but have used mutual aid. McCann - overall force - couple meetings ago exempted the hiring of certain positions - when those positions are filled Reed - any person we add will help the overall positions. my fear is we could have 9 people walk out and retire.
Yagaloff - the overtime that we are discussing - 68,000 anticipated to run over budget. because down on dispatchers? Reed - yes Yagaloff - next year should see significant reduction? Reed - yes Yagaloff - budget projection with additional elementary school resource officer in it. Based upon current personnel and positions filling should be able to fill shcool resource oficer - I think we would like to have estimate for cost of position. We know that there was exemption for Police officers and disptacher - the health savings account know you were talking about waiting to hire those positions Galligan - requested that the departments hold off on hiring position - school board is willing to help with the health savings - if feel comfortable on Thursday will tell Chief to go forward. Yagaloff - think it is important that get positions filled (two) regardless of the health Galligna - suggest trying to get to 43 strength is always and issue. look to put positins back - Chief and I would like to come back with something like rolling stock again. will come back tot he council and talk. Yaagloff - do not want to have public think we are overspending - there are increases in salaries, etc. and so that would mean we are cutting back in other areas. will be to 41 after two hires. we had said two Galligan -

Delnicki - do not recall victim service officers? Reed - victim advocate. Delnicki - is that a sworn officer? Reed - yes - you have to have someone who knows the system. Delnickki- provide us with alterantes on 131,000 Reed - when you see list - there are only few big dollar items in our budget other than personnel. Delnicki - 2013 actual Reed - different every time they rpnt the budget.
Havens - many people will wonder why can't have school resource officer at schools. my interest is the safety of the community.
Reed - if there is any comfort met with school principals.
