Mike Sullivan, 24 Jared Court, see you have topic that I have requested and hopeful that it will move towards a resolution regarding leasing. There have been discussions regarding different ways to finance projects. Common Sense approach - need to look at the legalities of this issue. Long term debt obligations should be reviewed. Councils best interest that there be a defined review of what your charter allows you to do, state regulations convey and how under your current structure how you would be allowed to do this. I understand leases have been engaged by the town and should ask the town attorney if leases done in the past have been done appropriately.

Mayor - commend the Patriotic Commission, VFW - Memorial Day Parade - good event and glad SW remembers this type of event. Thank you. 6. Items for Discussion
A. Common Sense Policies and Procedures Regarding Leasing (requested by Mayor Delnicki)
Mayor - did contact the Town Attorney to check on the legality of what has occurred here. Read the legal opinion into the record. Looking at the whole big picture, there needs to be some type of policy and procedures. Presently we are leasing fire trucks and we do that on 5 affirmative votes. 1M to 1.5M proposing 6 votes and public hearing. 1.5M and up should be by referendum. Can have exceptions placed into the policies. important that we only do for real or personal property. Have heard concerns in the public that there are so many things contemplated to be leased on items that would normally go to referendum. We need to take a good look at this and comes back with recommendations. I would like to see an ordinance proposed so we come up with frame work that makes sense, protect taxpayers and towns abillity. Havens - other Town's face the same situations. I would suggest that we check with other communities in our area. Prior to this council leasing was never a problem. Always use the Manager. Mayor - I plan on reaching out to CCM to see what their thoughts are. Anwar - I agree it is important to have this conversation. need to look at why we have to have this conversation. There is value of leasing as long as it is in control. Legally have to find out if it appropriate. At times it by passes the voice of the public. the community is who is the final decision making. There is a dollar amount that needs to be restricted or percentage of our budget. Have to make sure our rating does not get effective. I think we may need to have the attorney present to look at this aspect. I am in support of having this conversation in a group. There is value in some vehciles of leasing but at the same time am a little concerned when we use lease resources for luxury items. Looking forward to conversation on this. Galligan - leasing of fire trucks and police vehicles have been done. our operation budget has gone done due to this. There is very innovative things. leasing of fire trucks there were no other items to put in with it. when you start adding costs in there was no reason not to lease. To have a policy is not a bad thing. you have to come up with a reasonable policy that will allow the town to operate and show rating agencies - the policy shoudl state rolling stock and perimeters. if you say all leases will have a problem. if you want to keep up with technology it should be done. Council will have to decide what they want and what they do not want in the policy. Mayor - when I talk about common sense that is what I am talking about. Yagaloff - I agree with Dr. Anwar on the concept that certain type of leases - leases have never been an issue before. Fire trucks are a good example which makes sense to do. we have also approved leases on space for town. certain leases have value. what I think is happening is the stress of the economy are making council members creative. Capital projects are being bonded - this works around the public - I think the public feels the council is making efforts to circumvent the referendum process. I don't know if that is true. I think we need a committee on perimeters of what constitutes a leases. how much money should be spent on lease - what type of leases need to go to referendum - what are the exemptions (emergencies, maintianing police, fire sewer) we have five members of council that have proposed leasing and have not heard any input. this is an opportunity tonight to talk about leasing. Galligan - The budget did not include that there was discussion regarding that. Yagaloff - the original budget included that? Galligan - no -there was discussion about doing recreation but not part of the budget. Yagaloff - members of the counicl wanted to do project Bazzano - the softball field was a separate item. there was never numbers brought froward about leasing any fields in the budget. It was not item put in the budget. Yagaloff - there was a discussion of propsal for 3M proposal for atheltic field Galligna - 300,000 per year 10 years Yagaloff - there was a proposal - Bazzano - that is not what this discussion is about. Yagaloff - we need clear guidelines as to what constitutes a leasing - need committee - all I was pointing out was - need public input - tonight is the night to discuss projects. public has the right to now what the council is discussing and heading. council members who have projects should inform the public. hope this becomes an ordinance. Delnicki - can we get information from CCM on how they approach this issue. Galligan - I will call and get that information. May 6 memo - asked by Council member to talk about revenue adjustments - $3M field - that was from me not any members. Anwar - I think in order to do referendum it is approixmately 20,000 range Galligan - if you did a referendum in November it is the same cost - other than that 12-13,000. Anwar - why is there such a big push to by pass referendums. think referendums allow the public to have a voice. I think we as a council that we need to ask the people about their views. we need to use resources to educate the public. I think that is where we have to look in a little bit more. should not by pass the views of the community. when we go beyond a certain point and do not have referendum we are going past Galligan - there is always different results for different elections - separate referendum should be done because if done with elections there are some people that don't know much about the issue and just vote not knowing. Anwar - proposed for $3M turf field - they are smart enough and know what is happening out there. Glad everything is recorded and is transparent. Bazzano - Matt can you clarify what happened. Galligan - I brought that number forward - one council member asked for me to look at that. Mayor - will be calling for Special Committee, will contact CCM on how other communities have approached this. Bazzano - when you look into CCM - what Towns require for referndums also.
