3. Public Participation [Per Town Council Rules, this segment of the meeting shall not exceed thirty (30) minutes unless extended by the Mayor, with the consent of the majority of the Town Council.]
Mary Sullivan, Wyndemere Court - concern is having fields, concessions, bathrooms in our back yard. There is a wildlife impact concerning these fields. up the hill is farm land and then there are woods. these fields will impact the wildlife. Taxes are another concern. this proposal will be looking for 2.1 million dollars or more. They are looking for a 10 year lease proposal which is 230,000 per year from Town spending. I really have to recommend thrift to the Council Our taxes are going to go up and smaller houses will be more effected. We are all paying the single rate of sewer usage, I don't know why. I think the proposal is a distortion. if you really feel you can spend taxpayers money there are quite a few other things that needs to get done. The heating over at the Community Center needs to be fixed. Advise you to spend money wisely and don't want this proposal in my back yard. Joe Candais, 258 Nevers Road - my concern is with fields also. Lights at the Duprey Field - the first condition of approval is lights must be dimmed at 9:15 p.. and off by 9:30 - that was followed the first 5 years and now they are not turned off until all hours of the night. no tournament play under the lights is permitted, there is. parking policy for night games must be put in pace. Parking lot must have signage regarding hours of operation - have not seen any signage. Police enforcement on parking policy to take place - has not happened. Very dangerous situation there, people are parked every where. Buffer the easement with mature trees at least 10 ft hihg - do not see any of that, appropriate fence to be installed to prohibit the parking of cards on grass - don't see that. appropriate fence to be installed to prohibit cars from backing out of the parking area to the roadway - don't see that. #10 no portable or permanent loud speaker - it may be portable but very loud. American Legion field has loud speakers used all of the time. It is very disturbing. I have asked that they do something about it. noticed the redirected the speakers. Not as bad as it was before. #11 no lights or practice - they are always there. #12 major a ballfield should not be lighted for more than 38 times they have been out there 28 times this year so far. The field propsal be proposed presently - if you are going to spend that type of money it should go to referendum. It should not be decided upon by a small group of individuals. It has been up for referendum twice and has been voted down. Very concerned about this proposal. it was sold to the Town as passive recreation. The lights from American Legion Field and the Little League field effect me right now and you are going to put more where I presently have the only privacy there. I have a well and neighbors have a well. It is a quality of life issue. the current situation has been tolerable but stressful and this proposal will make it more stressful. The majority of people in Town have already said through rferendum they do not want this.

SW Historical Society for event - 150th anniversary - Flag Ceremony - Senator Murphy was in attendance. Cusson Automotive celebrated their 20th Anniversary. Saxton Financial had their Grand Opening. The Bissell House celebrated their 200th Anniversary. Tomorrow DQ Grand Opening - JOann Moriarty - leaving Human Services

Galligan - there are new cameras in the Council Chambers - received through grants. The next thing will be working on is the sound system. The ---- thorugh CCM - have had people use these. hope more people will use - was at CCM - concerned - not in LoCIP - MARSA - staff and I will sit down and make determination how much laptop will be purchased. may have to come back to the tc for - Friday was at CT Manager's Association - Governor came. prevailing wage, CRRA - The BOE passed an MOU - get Committee together and come back with recommendation. State is doing drill - Emergency Management - EOC - bottom line is think they want us as back up. CCM elected to 1st VP of CCM - Bill Fitch is preseident. Bazzano - we talked about sewer rates Galligan - Bazzano - get together as a committee Galligan - WPCA sure Mary Sullivan - Galligan - will check that out for you. Bazzano - are we going to be hearing from Water Pollution Control soon? Galligna - can have them do a report. the rate they are proposing is in the budget but think we could have Chairman talk to the Counicl

Public Hearing called to order at 7:30 p.m. Galligna - 62,000 recommending that the LoCIP go to 70,000 - total would be 190,000 Jeff Doolittle - install concrete pad for the majority. pave out to the street 30 feet and parking spaces to east will be asphault. Billy Mitchell has offered to help with this project. Bazzano - parkin gare to the east of the main garage paved bit - asphault? Jeff - yes Jeff - Ridge Road - water comes down from properties to the east. flows across the road and there is no drainage. this project is to install drainage into the road. it will not take care of all the water because there is too much ground water. 15 people in audience. Anna Mae Davis - Ridge Road - urge you to pass the resolution to at least aleviate some of this water. we will have to take care of our cellars ourselves. we live on springs, we expect to have some but not what we have right now. urge you to pass the resolution. Those in favor of the appropriation of Fire Dept drive - 8 Opposed - 0 Those in favor of appripriation fo r Rige Road - 7 Opposed - 0 public heairng closed at 7:36 p.m.
reconvened the Work sEssion at 7:36 p.m. Town Managers Report Bazzano - it would be nice to get someone in front of us to talk about Water Pollution Control Galligan - will request the Chairman to come to a meeting McCann - in our packet had copy of letter from Northeast Utilities regarding rights of way. the time is running short for Connecticut Studios - is there any report coming forward to show that there has been progress? Galligan - did have discussion on Firday - it is my understanding that application for PURA is being prepared presently. (Tim Shea) - they feel everything moving accordinly and hpin gto put the application in July 1st. Based upon what is happening there - McCann - that is after the time frame Galligan - before June 30 they will have met their time frame. They are looking this week to finalize.

A. Emergency and Civil Preparedness (requested by Councillor Anwar)
Anwar - have slide show to present. Delnicki - individual in EH trains for CERC team and they do not charge. they cover everything from traffic management to health issues to search and rescue. To start down tht road do we have to have a resolutin Galligna - resolution is good for me because when look for grants they always want to know that TC approves. We can prepare something for July - Chief and I will work on that. Delnikci - will contact person from EH. Galligan - key areas - we have staff that works on emergency management. it would be nice to hae a coordinator even part time to make sure items get done. we have great volunteers and it would be helpful to have them trained. Need to expand volunteers across town. Delnicki - that is the point. need some organization for the volunteers - we can not do everything from the town side. ham radio operators shoudl also be involved. Prague - if it is not broke, why fix it. we did pretty well in that storm that brought all of the trees down. Not in favor of spending a lot of staff money on this. Think we could use pockets of volunteers that can do certain things. if we can't get real food we should have policy. need to get those things straightened out. Galligna - those are the things you need to work with businesses on. agreements with grocery stores. those are the things you would have to put into place. Volunteers should be in place so we can let our insurance carrier know. Prague - communications Yagaloff - something devastating could happen. I think there is always a possibility of a crisis that could keep residents without water and food for a little while. the hurricane that hit New Jersey and New York - people panicked. we have a police dept, fire dpet. emergency people - they have to protect the vital supplies of infrastrucutre, we have organized shelters. The PD is not there to protect every resident of town at all times. we have system that provides safety for infrastructure. Dr. Anwar is proposing to be prepared for something that could happen that is a larger event. We should follow Dr. Anwar's lead and start to prepare Civil Preparedness. If we don't plan and it happens, shame on us. low cost to provide for catestrphic event. I support this planning - has been discussed for a long time - should put something in place. Anwar - many towns are doing this because it is being better prepared. what happens in a disaster all depends on coordination. the community is there and can help. this is critical.
