A. The proposal to construct the "CREC International Magnet Elementary School" on property located at L007 Long Hill Road (Capitol Region Education Council "CREC" to be present)
Galligan - CREC was looking to put CREC school. They had been before the P & Z. This work session is for information purposes only and there should not be any debate. Ann Murcuran, and Nina Brow will be presenting. Reviewed the questions. Anwar - our school enrollment has been decreasing and we need to figure out if this will be - Council and Board need to think if we want to increase market share in the CREC school. There may be an opportunity to make class rooms smaller for SW and may create different opportunities for SW. McCann - what happens if the State funding reduces does the tuition increase? There is always that possibility. Carol - tuition could increase? shows the efforts we make to keep tuition the same each year. Diane Behler - who determines your operating budgets? if the school is located in SW or for kids already attending - same tuition costs for everyone. Pelkey - transportation, how does that work? CREC provides the transportation but not for pre-school. McCann - out of district students receive transportation - for those in SW the buses are provided by the Town and will have to get back to you if that comes directly out of your budget Tim - per pupil cost, is greter than what we could afford to pay, this is payin gmore per student then we could aford. What do you see for the future of magnet schools, who will remian in Hartfford School district. Do you see Magnet schools continuing? Transportation is not a good thing for Town. What will happen to children in Town schools if CREC schools kepp popping up - what is the long term impact to the school systems? there are clear targets. 2013 42% of the kids in Hartford schools will be in different districts. Tim - Sheff final agreement? that was the second agreement in the series. Pelkey - does blind lottery help with your goal as far as diversity? have been successful thus far Mabey - is there a fee associated with use of the fields? that is somehting that would have to be negotiated with agreement. Anwar - who would be maintaining those fields? CREC has subcontractors do do all the maintenance, snow plowing, etc. Can contract with any group. Anwar - do you have description of meeting area. working on architect plans now but could provide you with description Anwar - was hoping that the architect was more attractive That had to do with the picture because it is very attractive. Delnicki - what time frame on hours be availabe? the school day is 8:30 to 3:00 Delnicki - will the fields have lights? would have to get back to you on that. Delnicki - you do not have firm floor plans, when will you have those? I know they are on their way of developing those. think in the next few months. Delnicki - who is the gate keeper for reserving fields? will have to work with the principle of the school. Sheila - Carol - who is the person who would determine negotiatons with the partnership agreement? Dr. Carter - partnerships can change. as issues change in districts. McCann - special ed students? yes and town is bill for special ed students. McCann - tuition 3,740 even if SW students go to another Magnet school in another town. Town of South Windsor pays for transportation costs. Pay use of facility for after hours use. Will never collect taxes on property, officials of town have no choice. This passed P & Z - Town Council has no choice. Delnicki - Galligan - Town Council has no say on this issue - Delnicki - partnership agreement - is it correct that any community including the host town can make partnership agreements. Delnicki - if BOE wanted to get a certain number of seats, they should start negotiating with CREC, State, etc. Carol Driscoll - thanked the CRED individuals - how will additional questions asked tonight be communicated to everyone? Dr. Carter - would be happy to get those to evedryone. Carol - partnerhsip agreement - would like to see SW residents have precedence over getting a maintenance agreement.
