Don Gonsalves, 40 Bayberry Trail - this budget has never been reviewed by TC - budget has increased. no other department has increased this much. TC should reviewed closely. jMatt - memo to Counil. David Prest - magnet school facility on Chapel and they have withdrawn that application. thre are flood plain there, they wouldlike to be in sout windsor but can not use that property.

A. Sewer User Fees
Mike Gantick - update on sewer line break. had sink hole and crews responded on Thursday. Large hole in Manchester around our sanitary sewer. called in local contractors. Clark Street is our largest 60%. have been running twice the flows. 2400 gallons per minutes. Contacted company in Bosro - made temporary stopage of water that was coming out through line to determine damage. Friday afternoon found out nature of it. concrete pipe broke. closest next manhole is 300 feet. since 80's have used pvc pipe. pipe that broke less than 40 years old. Excavated to get new pipe in. almost over 800 feet of bypass pipe going down Chapel Road. by Monday morning finished up. Extensive process. We have some concerns because looking at other pipes there is damage. something has changed and we are concerned about it. look to deal and invetigate that. we have 11 pump stations and each one is fed through force main. this force Clark Street is over 1 mile long and is concrete also. We have been focusing on pump station Pump Statiolns 5 bidders - jut got letter today from engineers, ready to go. by the time we finsih the first pump station has been done 12 years ago. next in line. pvc pipe has expected life of 1,000 years. concrete pipe there is approximately 15 miles of pipe. 3 out of 4 contractors are local and stepped up. cooperative effort to all. There was a cost for this breakage and will get that to Council soon. all of pump stations only have one force line and if they break there would be a big problem. Fred Shaw - 5 bids received. low bid 1,468,000 - high bidder came in at 2,300,340. Our engineer has done his due dilgilience - Covex Construction Company - d Yagaloff - total gross cost? should come under 1.9 million Anwar - there are other areas for high risk - is thre a prediction of wht could break down and what could be done? Mike - that is what we are doing now. with some of the pipe down the street 500'. there are technologies out there slp piping, the reality is - we are going to replace everythign with pvc which is 1000 year life. Long term all the concrte pipe will have to be lined or replaced and that will all have to be inspected to see what stage in life expectancy. Anwar- pipes are problem and the pump stations are not? Mike - after three pump stations are complee will have first life cycle done. first one was 12 years ago. 25 years from now will look at containers. pump station hs two componets, gravity and force. those systems are the ones we are looking at. we have couple sitatuions where we have had blockages more frequently. there are lot of things happening. Anwar - replacing and lining the pipe. by lining the pipe how long would that help and how much cost? Mike - that is wht we ae looking at now. we are going to go thorugh and do inventory and look at cost benefit. we want to get ahead so we don't have these problems. Anwar - you want pumps and pipes to be well - when restricted with funds need to figure way tomanage. Mike - we are dealing with things - the water keeps on coming. can't live without facilities in your house. will look at cost benefit. Vees - do you fee Mike - saved some pipe for that purpose. Mayor - we had extraordinary winter - what effect might that have on the ystem? Mike - only effect here was the amount of water. the weakness was probably there and growing and flow helped it break earlier. we are having extra flow. pumpong and treating. Mayor - it is not sewer it is infiltration Mike - part of our system we have manhole and pipes have holes. water can not go through this so no system is 100% water tight. What we have sen here is unprecedented. Kevin - do you hae any preliinary costs, since the break occured in Manchester was line servicing Manchester and how many, putting in theliner that will reduce the diameter and that could be significant the reduction has effect. what effect would we have inputtin gliners i pipes tht would reduce diameters? Mike - if you use liners would get more water with pvc. slip line with another pipe could ue 1/2 and inch to an inch in diameter. there are 6 houses and industrial park. Kevin - preliminary cost? mke - 250,000 approximately Sewr User Fee Mayor have different handouts. Matt - the handouts one talks about capital reserve fund. 768 is the cost of inelligbile expense. That is wht is currently available. th 1/20 payment is 1 milion which is due 9/2013 and then pay 142,000 per month going forward. if you are using tis reserve you still need - the papers behind tht are the current fund balance. Woodcock property comes off this year. Matt - wanted everyone to be aware Marh 2010 TC would ike part of exisitng to be paid by taxes and - always under impression that if the sewer fund paid for 1/20th payment and referendum for pmp stations were approved there were commitment of some councillors it would be under the general fund. Concerned that we are hainv another opinion by TC regarding authority of WPCA. Glenn Sa had difference of opinion than Duncan. Regardless of opnion we need to have meeting of the minds need to have consensus with TC and WPCA. in originla resolution - we tried to say that the Council had the ability to look at two mechanisms. WPCA took on project of plant - the resolution woudl allow the council to take from general fund to reduce tax incease so you do not have spikes and would be spread out throuout all usesr . we don't have meters o nthis building, school districts and what other towns have done is do a calculation and figure out how much flow is being used by eac building. I do knowit is all over the place with other towns. each town does things differently - Hoping - we have new budget - real issue is that went began this in 1996. if you want to get 2% low have to show, etcc- only way to get - . Mayor - 2013/2014 - we are not applying any reserve against that? Matt - no because debt service is the amount - hoping WPCA would cover the 1/20th payment Mayor - against the 1,706,722 - applying the 952 would be applied thowards that. McCann - if we use 952,000 from capital reserve doesn't that leave nothing? Matt - right Yagaloff - you have to anticpate that there would be reserves going to WPCa at the current sewer user fee. 288 rate anticipated Yagaloff - going back to balance sheet - there are two on 2010 and one 2011 and they are different. Waht are the capital projects that encumber Matt - has put in as revenue s we get money - auditors said you can not take loan as liability because you have to wait Yagaloff - can't look at this and say there is a 400,000 fund balance. this says 2.8 encumbered Matt - what this is when started clean water fund we did not have line item liability for capital projects. the auditors said can' t put as revenue or put in fund balance becaus eproject is not complete. have to carry that as liability Yagalof - borrowing money and then we have to start paying back money in two years and pay back at certain rate. why are we encumbering Matt - if i have expense and even if loan and state paying every month - why do i have to carry as capital project liability? We have to figure out what we need to pay sewer plant an dsewer operations but I thik the caital costs have to be looked at separately. When sewer user? June Mayor - taxes fo rthis there is nothing this year that is going towards that. Cary - want to make sure do not keep the sewer rate down and take from Cary - would rather leave reserve and try to figur eout what we need in the future. wuld like t see encumbered amounts and unencumbered amounts. do not want to ssee 6% tax increase in 5 years. Have to look in the future. look at 2 year budget. Matt - one other analysis should do - what do not want to happen is the large corporate user - they can pay less than residential - want to come up with something fair Yagaloff - biggest taxpayer? CL&P Matt - transmission line regulated. Yagaloff- there are few businesses that would pay more. Evergreen Walk Matt - do not want to make bad decisions Cary - Buckland Mall is going to pay nothing,. Yagaloff - stated how he would like to see the increases happen. if no reserves the town would have to still fix McCann - bad policy to take from all reserves. Yagaloff - should not set aside in a bad economy, these are things tht should have been done in good economy. Mayor - in order to predict the reserve you have to look at liklieness of items happening. Richard ARies - we have been studying tha tissue for a while. we are moving twoards setting a policy. the goal to have reserve is to have enough when something goes wrong. What can we do or tell us about your comitment to put contribution towards initial payment. Mayor - one thing tht has come out tonight is we want to understand WPCa's entire amount of the budget. need to know if certain things happened. Matt - want to capture other items in this - businesses. have to agree on a lot together. Yagaloff - Town Council took vote tht said that the debt service for plant wil be paid fo rin taxes so that is done deal. tc also approves the o & m budget every year and then the TC - the outstanding question is what is going to happen with the 1/20th payment. The Town Councilis looking atthe 952 but the debt service has been voted on. Cary - there was a vote tht did tht and I voted against that, did not know 73 users in Vernon and Buckland Mall and 143 users Manchester would not pay because it is in taxes. Pelkey - is there anything that would indicate tonight tht it would not be paid for in taxes. Matt - Richard so where does 1/20th payment get separated? Mayor - what we did with pump stations - if thta passed woud take reserve for pump stations and use that toward the 1/20th payment. Bob Dickinson - if this is paid for with taxes it will not have a great burden on individuals who live in condo's or small houses. the only fair way to do it in sewer bills is meter the use. We have to figure out what we need to pay sewer plant an dsewer operations but I thik the caital costs have to be looked at separately. When sewer user? June Mayor - taxes fo rthis there is nothing this year that is going towards that. Cary - want to make sure do not keep the sewer rate down and take from Cary - would rather leave reserve and try to figur eout what we need in the future. wuld like t see encumbered amounts and unencumbered amounts. do not want to ssee 6% tax increase in 5 years. Have to look in the future. look at 2 year budget. Matt - one other analysis should do - what do not want to happen is the large corporate user - they can pay less than residential - want to come up with something fair Yagaloff - biggest taxpayer? CL&P Matt - transmission line regulated. Yagaloff- there are few businesses that would pay more. Evergreen Walk Matt - do not want to make bad decisions Cary - Buckland Mall is going to pay nothing,. Yagaloff - stated how he would like to see the increases happen. if no reserves the town would have to still fix McCann - bad policy to take from all reserves. Yagaloff - should not set aside in a bad economy, these are things tht should have been done in good economy. Mayor - McCann - need to take into cnsieration the pump stations. need to keep reserves Cary - should probably not build reserves just keep what is in there. Matt - you have policy tht says x amount in reserve. should figure out rate in good times and rate in bad times. Mayor - in order to predict the reserve you have to look at liklieness of items happening. Richard ARies - we have been studying tha tissue for a while. we are moving twoards setting a policy. the goal to have reserve is to have enough when something goes wrong. What can we do or tell us about your comitment to put contribution towards initial payment. Mayor - one thing tht has come out tonight is we want to understand WPCa's entire amount of the budget. need to know if certain things happened. Yagaloff - Town Council took vote tht said that the debt service for plant wil be paid fo rin taxes so that is done deal. tc also approves the o & m budget every year and then the TC - the outstanding question is what is going to happen with the 1/20th payment. The Town Councilis looking atthe 952 but the debt service has been voted on. Cary - there was a vote tht did tht and I voted against that, did not know 73 users in Vernon and Buckland Mall and 143 users Manchester would not pay because it is in taxes. Pelkey - is there anything that would indicate tonight tht it would not be paid for in taxes. Matt - Richard so where does 1/20th payment get separated? Mayor - what we did with pump stations - if thta passed woud take reserve for pump stations and use that toward the 1/20th payment. Bob Dickinson - if this is paid for with taxes it will not have a great burden on individuals who live in condo's or small houses. the only fair way to do it in sewer bills is meter the use.
