3. Public Participation [Per Town Council Rules, this segment of the meeting shall not exceed thirty (30) minutes unless extended by the Mayor, with the consent of the majority of the Town Council.]

Wayne McKinney - informed the Council about the Habitat for Life Program. Program you have to register the town and give information (get backyard certified).

Kory Loucks, Journal Inquirer - moving on - will be staying with paper and will be moving to Arts writing.

4. Communications

John - Received letter from Town of Rocky Hill - read into the record. - requesting Town of South Windsor to help with legal expenses - South Windsor Police Dept was involved in ------- so requested help with funds. Target training - resident sued Rocky HIll and there are number of communities that use the building for tarrget training so they are requesting that South Windsor help with expense.

Cary - Matt Reed - at this point looks like facility is not going to be constructed. All towns will share expense. Think will have faciity jut not a new facilitiy in Rocky Hill. Facility will have class room training and tactical training. Are continuing to search for a facility. Prague - Post Office not suitable? Matt Reed - not large enough - need something away from neighborhood and industrial areas. Prague - are other towns going to help pay in legal fees Matt Reed - there are 13 communities being requested. 1,400 is pretty low. Legal fees were 35,000

McCann - if we have facility in industrial area would that be suitable? Reed - talked to TM about a few loctions. It would be a municipal building an dwould have to solicit help from other communities to help with the funds. McCann - Sullivan Avenue have facility. Feel should look into this. Reed - further down Sullivan Avenue McCann - yes
