Don Gonsalves, 40 Bayberry Trail, not happy with proposal for 10M bond for roads. reason against, this council has not defined what a capital project is and what should be bonded. When I worked we had things defined. this year 300,000 for capital project projects. also proposing to take from lat 10M bonded project for maintenance. Council needs to define capital projects and what is maintenance, what is to be bonded. This is a disgrace. Nobody has come up with the definition. Would like to make sure this does not become a slush fund.
Jim Throwe, 1330 Main Street, Patriotic Commission membership to increase to 10 members. Bob Moeller had sent a letter to Mayor Prague to request to increase the membership of the Patriotic Commission. Bob Moeller will be resigning in August. Raised 9,000 which was all donated. sold bricks for 35.00 - we have fund to maintain and keep the bricks and monuments in good condition. We need volunteers to do different events Urge the Council to add one more member to the Patriotic Commission.
Larry Torff, 521 Quarry Brook Drive, 10M for road repairs. need report on the 2006 referendum that was passed. Look at website to see what is happening with the bonded road program - see if this is updated. The original referendum had 25 projects and would like to know how many completed to assigned cost, what was done. All lprojects seem to be later than was schedule. would lik e report

6. Items for Discussion
A. Patriotic Commission Membership - increasing membership to 10 members.
Pelkey - councill prague requested for this item. Think we were in favor of it last time.
Delnicki - this is one of the commissions that should not be balanced towards one party or the other. Think great idea of adding a member. Should probably look at other Commissions also. Will support this.
Havens - concur with Jim Throwe. will support this. the commission is not political. The Commission leads the way to volunteerism. support the 10 member commission.
Anwar - Also support the concept. breaking a tie would need to be clarified with this commission. supprt the concept. have to work on the technical issue.
Pelkey - when tie vote the chair breaks the vote and gets two votes.
Favreau - I also support this concept. Historic Commission should also be a Commission that is not political. These commissions work together.
Pelkey - later we have resolution to set public hearing for this issue.
B. Impacts of State Budget Adjustments to the Town.
Mike -
Pelkey - asked for this item not knowing if we would know what was happening with the budget. no impact at this time but will be on next agenda.
C. Appropriating $10,000,000 for Road, Drainage, and Intersection Improvements and Authorizing the Issuance of $10,000,000 Bonds.
Pelkey - the intent is to come up with a number should not have specific number in there. AT our last Council meeting has a discussion. based on input from Councillor McCann and agreement on my part we would define the actual projects that would be bonded. The projects that are considered major rehab projects where you have to get to the base and do drainage and items like that. Asked Mike to put worksheet together to show the work that could be done. The first is labled major road rahab which has 5 items. Dart Hill 400,000; Avery Heights for 5,000,000; Governors Highway for 900,000; Aver Book Pond 275,000; Nutmeg Road North 400,000 which is total of 6,975,000 Mill and Overlay - has 36 items totaling 2,960,000 Parking Lots there are 6 - Rye Street, 380,000; Town Hall and Library 80,000; Police Dept 110,000; Town Garage, Fire Head quarter 210,000; Wapping Community House 40,000 totaling 1,120,000. Brought this up as discussion item because would like to get some of the work on the road done because it is not in the budget. This would help to get some of the major projects done. The prior 10M referendum - sounds like the website is not up to date. Requested that Mike get that updated. Other point it was a more wide open question that allowed the Council to move things around. Should inform the public of the final results of the last referendum bonded money. would like that also like to see at next Council meeting. Would like to know how much council members are thinking.
Anwar - we have just received supplemental list. the numbers are different.
Mike - second list are projects above and beyond the projects that are being proposed to be bonded for.
Anwar - the second list is lower priority?
Mike - they are not as visible as some of the other projects. they are items that need to be done
Anwar - need to have definitions much more clear. Think need priority list.
Delnicki - what is the definition of capital versus maintenance when it comes to bonding? do we have definition?
Mike - the projects that are listed here, mill should be 20 years life expectancy
Tom - what is the definition and if you don't know let us know and get it for us. Valid question. before move forward need to put issue to rest. please present what definition is. The other question, what have we spent of the bond package that was passed in 2006?
Delnicki - need to put how much and what kind of a time frame. 2006 monies should have been spent in 5 years. the lolnger we take the less bang for the buck that we get. cncerned about seeing parking lots. If you ask people to buy into some road overlays you might get by on roadways but not on parking lots. wondering if there is money from the previousw to use now.
Yagaloff - we always get into discussion about referendum. Think would be hard to recommend a referendum of this sort because of State budget. Our budget could be impacted. Hard to recommend 10M bonding issue. Are bonds supposed to be for maintenance or major issues. Parking lots, milling of roads, overlay of roads is supposed to be maintenance. Bonded money should not be used for maintenance. Not sure Town can handle doing bonded projects right now. Still have 2M?
Mike - the money in there is committed for projects.
Yagaloff - so we are moving forward with projects? Mike - yes
Pelkey - the list is not all of the things that needed to be bonded for. Wanted everyone to get concept of what needs to be done. even if we have the 800,000, the projects are just not going to get done. Do we need the have this work done and what is the best way to pay for it. If we agree there is a need. If the milling projects do not get done, they will turn into major protects. If the Town Council does a referendum, it is at least an option. The items on the major rehab project are capital projects, they are over $25,000 and are long term projects. This will offer the voters an option.
Havens - usually I am enthusiastic to bond funds for needs. will find it difficult to support a referendum. do not see a real need, emergency need. at this time do not look to favorably on bonding 1M or 10M. do not want town in that position. do not want to support
Favreau - I have a tendency to agree. Think we need to give the public input. have to look at economy and interest rates are low. maybe lock in and take advantage of dollars. the roads are going to fail. lets take an advantage and taking care of major project. give voters opportuntity to decide.
Anwar - need to have visual on these items. next meeting would like presentation to see conditions of roads and details of what would need to be done for each project.
Delnicki - August 1st is coming. tax bill - hate to see referendums come forward when I felt that it was the wrong time. Interest rates are low if you have money in your pocket. there are al lot of folks facing taht. If referendum fails would make more difficult in the future. Hope the economy turns around but have to look what is happening right now and see what happens August 1st.
Pelkey - most of our referendum questions pass. infrastructure items pass. Last 20 years there were a lot of bad decisions that were made. This is not going to get better by ignoring it. major projects are going to get larger.
